Self-Employed Visa in Latvia: Residence Permit Guide 2026
July 21, 2026
Latvia does not issue a document literally called a "self-employed visa". What freelancers actually apply for is a temporary residence permit (TRP) on the basis of self-employment — a category in the Immigration Law that allows a non-EU/EEA citizen to live in Latvia and work for their own clients, including Latvian ones. The permit is issued for up to 1 year and is renewable; registering in the Commercial Register as an individual merchant (individuālais komersants) allows up to 5 years.
The 2026 numbers: PMLP (the Office of Citizenship and Migration Affairs) requires proof of subsistence of EUR 2,554 per month, a business plan approved by a sworn auditor, and sufficient personal funds to launch the planned activity. The state fee is EUR 100 for a decision within 30 days. At renewal, your tax record decides the outcome: PMLP expects at least EUR 9,960 in taxes paid to state and municipal budgets in the previous reporting year.
This route sits between the digital nomad visa (foreign income only) and the business residence permit (a Latvian SIA with EUR 50,000 invested). Choosing the wrong one is the most common mistake we see. Here is how the three compare.
Quick Summary
Latvia's "self-employed visa" is formally a temporary residence permit on the basis of self-employment, issued by PMLP for up to 1 year and renewable; individual merchants registered in the Commercial Register can receive up to 5 years. In 2026 applicants must prove subsistence of EUR 2,554 per month, submit a business plan approved by a sworn auditor, show personal funds sufficient to start the planned activity, and pay a EUR 100 state fee for a 30-day decision. Once in Latvia, the holder registers with VID as self-employed and pays VSAOI of 31.07% plus IIN of 25.5-33%. Renewal requires at least EUR 9,960 in annual tax payments.
Three Routes Compared: Self-Employment, Digital Nomad, Business
The self-employment permit is the only one of the three routes that lets you freelance for Latvian clients as a private individual. The digital nomad visa excludes Latvian-source income, and the business permit requires a company:
| Criteria | Self-employment TRP | Digital nomad visa | Business (board member) TRP |
|---|---|---|---|
| Designed for | Freelancers serving Latvian and foreign clients | Remote workers for foreign companies (OECD citizens only) | Owners and board members of a Latvian SIA |
| Financial bar (2026) | EUR 2,554/month subsistence + business-plan start-up funds | ~EUR 2,500/month foreign income | EUR 50,000 investment + EUR 40,000/year company taxes |
| Latvian clients | Yes | No — foreign income only | Yes, through the SIA |
| Taxation | IIN 25.5%/33% + VSAOI 31.07% | 15% flat PIT, no VSAOI | Salary and dividends via SIA |
| Duration | Up to 1 year (5 as individual merchant) | Up to 1 year, renewable | Up to 5 years |
| Renewal condition | ≥ EUR 9,960/year taxes paid | Continued qualifying foreign income | EUR 40,000/year taxes maintained |
The decision logic: if all your clients are abroad and you hold OECD citizenship, the digital nomad visa is lighter and taxes income at a flat 15%. If you plan to build a company with employees, the business residence permit through a SIA is the right vehicle. The self-employment permit covers the middle ground: working alone with access to the Latvian market, without corporate overhead.
Financial Requirements in Detail
Subsistence: EUR 2,554 per month. This is the figure PMLP publishes for a self-employed applicant in 2026; family members add EUR 500 per month per adult and EUR 150 per minor. You prove the funds with bank statements, existing contracts, or prior-period income. The amount is updated periodically — verify it on pmlp.gov.lv before applying.
Start-up capital for the business plan. PMLP requires "documents confirming sufficient personal financial means to commence the activities stipulated in the business plan". There is no universal figure in the regulation — the amount follows from your plan. In 2026, immigration practitioners report PMLP expecting roughly EUR 14,000 in a Latvian bank account for typical applications; treat this as indicative and confirm with PMLP, since documentary requirements were tightened in 2026.
The auditor-approved business plan. The plan must cover the intended period of operation and be approved by a sworn auditor (zvērināts revidents). From the second year, the auditor also checks whether the previous plan was fulfilled — PMLP compares your projections against VID tax data. A plan with no relation to real invoicing is the fastest way to lose the permit at renewal.
Documents and the PMLP Process
The application package is heavier than the digital nomad visa's, mostly because of the business plan. You will need:
- Valid passport (full copy, self-certified)
- PMLP application form and photograph
- Business plan approved by a sworn auditor
- Proof of personal funds to start the planned activity
- Proof of subsistence of EUR 2,554/month
- Licence or certificate, if your profession requires one
- Criminal record certificate (apostilled)
- Health insurance valid in Latvia and proof of accommodation
- Confirmation of the state fee payment
You submit at a Latvian embassy abroad, or at PMLP in Riga if already in Latvia legally. Fingerprints for the biometric residence card are taken at submission or collection.
| Processing speed | State fee |
|---|---|
| 30 days | EUR 100 |
| 10 working days | EUR 200 |
| 5 working days | EUR 400 |
Budget extra time for translations and apostilles — preparation usually takes longer than PMLP's review itself.
Taxes Once You Are Here: VID, VSAOI, IIN
The permit obliges you to actually run the declared business, which starts with tax registration. Soon after arrival, register as self-employed (pašnodarbinātais) with VID through EDS — registration is free and usually confirmed the same day. From then on the standard rules from our guide to freelancing in Latvia as a foreigner apply:
- VSAOI (social contributions): 31.07%, minimum base EUR 780/month — a minimum payment of EUR 242.35 per month even in slow months
- IIN (personal income tax): 25.5% on annual income up to EUR 105,300, 33% above that
- Quarterly reporting through VID EDS (April 15, July 15, October 15, January 15) and the annual declaration by June 1
- PVN (VAT) registration once taxable domestic turnover exceeds EUR 50,000 in 12 months
For a permit holder these payments carry double weight: they are both a legal obligation and your renewal evidence.
Renewal: The EUR 9,960 Rule
PMLP renews the permit only if your business demonstrably feeds the budget. A repeated permit requires tax payments to state and municipal budgets of at least EUR 9,960 for the previous reporting year; for the first, incomplete year, an average of at least EUR 800 per month.
The minimum VSAOI contribution alone (about EUR 2,908 per year) gets you nowhere near the threshold. As a rough illustration, steady net income around EUR 2,600-2,800 per month generates enough combined IIN and VSAOI to clear EUR 9,960 — a dormant registration will not sustain the permit. You will also need the auditor's confirmation that the previous business plan was fulfilled. File the renewal at least a month before the permit expires.
FAQ
Is there an actual "self-employed visa" for Latvia?
Not under that name. The instrument is a temporary residence permit on the basis of self-employment under the Immigration Law, issued by PMLP for up to 1 year; individual merchants in the Commercial Register can receive up to 5 years. It is colloquially called a freelancer visa because it lets a non-EU citizen live in Latvia running a one-person business, including work for Latvian clients, which the digital nomad visa does not allow.
How much money do I need to qualify in 2026?
Three layers. First, subsistence of EUR 2,554 per month for the main applicant, plus EUR 500 per adult and EUR 150 per child joining you. Second, personal funds sufficient to launch your business plan — practitioners report PMLP expecting roughly EUR 14,000 in a Latvian bank, though the regulation defines the amount by reference to your plan. Third, the state fee of EUR 100-400, plus translation, apostille, and auditor costs.
Can I just use the digital nomad visa instead?
Only if you are a citizen of an OECD country and all your income comes from clients or an employer outside Latvia. The nomad visa taxes foreign income at a flat 15% with no Latvian social contributions, but prohibits serving Latvian clients. If part of your revenue is or will be Latvian-source, the self-employment permit with standard IIN and VSAOI is the legally correct route, despite the higher tax burden.
How long does PMLP take to decide?
The standard review is 30 days for the EUR 100 fee; paying EUR 200 shortens it to 10 working days and EUR 400 to 5 working days. Complicated files with licensing questions can take longer. The real timeline driver is preparation: the sworn auditor's review of your business plan, apostilled certificates, and translations typically consume more calendar time than PMLP's own decision.
Do EU citizens need this permit?
No. EU/EEA citizens have freedom of establishment: they register their residence with PMLP, receive a personal identity code (personas kods), and can register as self-employed with VID immediately — no business plan, no subsistence threshold, no permit fee. The self-employment TRP described here applies to third-country nationals only; EU citizens should follow our guide on freelancing in Latvia as a foreigner instead.
