For remote workers from OECD countries weighing their European options, Latvia's digital nomad visa sits in an unusual sweet spot: lower tax than most Western European alternatives, faster processing, and a cost of living that stretches a remote salary further than Lisbon or Athens.

Here is everything you need to know before applying.

Who Qualifies: The Eligibility Criteria

Latvia's digital nomad visa is not open to everyone. The key requirements:

Citizenship: You must be a citizen of an OECD member country. This includes the US, Canada, UK, Australia, Japan, South Korea, Israel, and most EU states (though EU citizens do not need a visa -- they can simply register their stay). The full OECD list covers 38 countries as of 2026.

Employment type: You must be working remotely for a company registered outside Latvia, or running your own business registered outside Latvia. The critical distinction: this visa is for people who earn their income abroad and happen to live in Latvia, not for people starting a Latvian business. Health insurance: Valid health insurance covering Latvia with minimum coverage of EUR 30,000.

Clean criminal record: A certificate from your country of citizenship, not older than 3 months.

The 15% Flat Tax: How It Works

This is the headline attraction. Digital nomad visa holders pay a flat 15% PIT on their worldwide income while residing in Latvia. No progressive rates, no social contribution obligations (since you are not employed in Latvia), no VAT complications.

What "worldwide income" means in practice: If you earn EUR 5,000/month from your remote job, you owe EUR 750/month in Latvian PIT. That is it. No additional charges.

Comparison with standard Latvian PIT rates:

  • Standard progressive: 25.5% on income up to EUR 105,300/year, 33% above that
  • Digital nomad flat rate: 15% regardless of amount

The savings are substantial. On EUR 60,000 annual income, the standard rate would cost approximately EUR 12,200 in PIT (after non-taxable minimum). The nomad rate: EUR 9,000. That is EUR 3,200 saved, and the gap widens at higher income levels.

Application Process: Step by Step

Step 1: Gather documents.

  • Valid passport (at least 6 months beyond intended stay)
  • Completed visa application form (available from the Office of Citizenship and Migration Affairs -- PMLP)
  • Employment contract or proof of self-employment outside Latvia
  • Income proof for the past 6 months
  • Health insurance policy
  • Criminal record certificate (apostilled)
  • Proof of accommodation in Latvia (rental agreement or hotel booking)
  • Passport-sized photos

Step 2: Submit the application. Applications go to the PMLP -- either at a Latvian embassy or consulate in your home country, or directly at the PMLP office in Riga if you are already in Latvia on a short-stay visa. Practical Considerations

The 183-day question. If you spend more than 183 days in Latvia within any 12-month period, you become a Latvian tax resident. For digital nomad visa holders, this is actually the intended outcome -- the 15% flat rate is designed for people who live in Latvia. But be aware of the implications for your home country's tax system. Many countries (the US, for example) tax citizens on worldwide income regardless of where they live. The 15% Latvian rate does not necessarily eliminate your home-country obligations.

Cost of living in Riga. A one-bedroom apartment in the center: EUR 500-800/month. Utilities: EUR 100-200. Groceries: EUR 250-350. A co-working space: EUR 100-200/month. Total monthly budget for a comfortable lifestyle: EUR 1,200-1,800. This is roughly 40% lower than Lisbon, 50% lower than Barcelona, and 60% lower than Amsterdam.

Internet and workspace. Latvia has excellent broadband infrastructure -- average speeds of 80-100 Mbps, with fiber widely available in Riga. Co-working spaces are plentiful: TechHub Riga, The Mill, Teikums, and several others. Most cafes have reliable WiFi, though dedicated workspace is more productive.

Healthcare. Your visa requires private health insurance, but Latvia also has a public healthcare system accessible to registered residents. Language. Latvian is the official language, and government correspondence arrives in Latvian. English proficiency in Riga is high, especially among younger professionals and in the service sector. Failing to declare income to VID. The 15% rate requires active reporting. VID does not automatically know what you earn from your foreign employer. Missing declarations trigger penalties.

Using the visa to work for Latvian clients. The digital nomad visa is for foreign-source income. If you start freelancing for Latvian companies, you are operating outside the visa's scope and may need to register as self-employed in Latvia (with standard tax rates).
